A submarine sinks lower and lower, until it reaches the bottom of the sea
It is sent to accomplish a task
After it completes its mission and no longer has a goal, it comes back up onto the surface again
Now the submarine is there, awaiting its new assignment
Awaiting a reasonable, worthy cause for it to sink again
